EUCLORA Policy Brief v2.0

Overview

Europe’s digital sovereignty will not be secured through governance or regulation alone. It requires shared, measurable software efficiency – a common operational cloud fabric (the combined substrate and control layers) where identity, policy, telemetry, and automation evolve together across providers.

EUCLORA will help establish this common operational cloud fabric through InnoFabric – an open-source framework designed to close Europe’s cloud-efficiency and interoperability gaps.

What the brief covers

  • Why efficiency is a first-order sovereignty prerequisite (energy, capital, and ecosystem compounding).
  • The three interlinked “efficiency gaps” rooted in fragmentation (infrastructure, capital, perceived value).
  • EUCLORA’s mission: steward InnoFabric, operate neutral test environments, and define common metrics and benchmarks.
  • A concrete call to action for EU programmes and procurement alignment.
